Sovereign Cloud

Sovereignty is not a flag on a data center. It is a question of control. Who can access the system, who can interrupt it, who can compel disclosure, who owns the operational runbooks, and how painful it is to leave when the commercial or regulatory environment changes.

RefleXio Intelligence treats sovereign cloud as a stack-level problem, not a branding exercise. We separate jurisdiction, localization, operational control, supply-chain exposure, portability, and exit cost because collapsing them into a single word produces bad strategy. A workload can be hosted in Europe and still be dependent. A platform can be contractually sovereign and still operationally locked in.

Our analysis focuses on the hard trade-offs behind resilience: hyperscaler dependency, European provider maturity, regulated workload segmentation, migration economics, and the practical limits of portability. The aim is not to romanticize sovereignty. It is to identify where autonomy matters, where dependency is tolerable, and where architecture must change before risk becomes irreversible.
