China, the US, and the EU in the AI Race: Who Leads and Who’s Still Looking for Their Ticket?

China has taken the lead in artificial intelligence (AI) research and development, surpassing the United States and leaving Europe in what seems like a race lost before it even began. While the EU has pioneered AI regulation, its advances in research and innovation are overshadowed by China’s speed and the US’s technological might.

(Note: This analysis excludes Latin America, Africa, and even India for obvious reasons. They lack the necessary development to compete in this race and have yet to implement solid strategies to join forces. This is a sad and unfortunate reality that deserves its own analysis, which we will address at another time.)

Introduction: AI is Advancing… and Europe is Still at the Café

They say artificial intelligence is the future, but if the tech race were a train, China would be driving the locomotive, the US would be in first class, and the European Union… well, it’s still checking the departure schedule at the station.

China has firmly established itself as a global leader in AI research, producing more scientific studies and patents than any other region. Below, we explore the key differences between China, the US, and the EU in terms of publications, patents, and innovation policies.

Scientific Publications: China’s Dominance

China has demonstrated an impressive capacity for producing AI research:

  • 2019: China published 407,181 scientific articles, significantly surpassing the US (293,434). It also led in the top 1% of most-cited papers (27.2% vs. 24.9% for the US).
  • 2020-2021: China maintained its top position, with 26.6% of papers in the top 10% of citations, compared to the US’s 21.1%.
  • 2023-2024: According to the World Intellectual Property Organization (WIPO), China contributed 75,000 AI-related scientific papers globally, dominating areas such as image/video processing and text-based AI.

Meanwhile, the EU has seen a slowdown in its AI scientific output, with efforts scattered across member states and a lack of coordination compared to China and the US.

Patents: China Registers Twice as Many as the US, While Europe Lags Behind

China’s patent growth in AI has been exponential:

  • 2014-2023: China registered 38,210 generative AI patents, more than double the US (6,276).
  • Last five years (2020-2025): China’s AI patent filings increased by 712%, surpassing the US, South Korea, Japan, and India combined.
  • Top applicants: Tencent (2,074 patents), Baidu (1,234), and Alibaba (571).

Meanwhile, in the EU, bureaucratic hurdles and a lack of significant investment have slowed down innovation. It seems that Europe’s patent approval process is still designed for the Industrial Revolution, not the AI era.

AI General Research and Specialized Applications

China has also made advances in artificial general intelligence (AGI) and specialized AI applications:

  • 2018-2022: The Center for Security and Emerging Technology at Georgetown identified 850 Chinese papersfocused on AGI, computational neuroscience, and brain-computer interfaces.
  • 2024: Projects like BrainCog (a brain-inspired AI engine) and DeepSeek (China’s low-cost alternative to ChatGPT) showcase China’s maturity in AI applications.

Europe, on the other hand, continues to fund promising research but lacks a clear strategy to compete with China and the US in practical implementation and investment.

Additionally, the EU recently attempted to launch its own large language model (LLM), but with an absurdly low budget and a lack of ambition. This move came late and poorly executed, with restrictive policies preventing the scalability and global impact needed to compete with tech giants.

The US Panic Over China’s AI Dominance

As China consolidates its leadership, the US is starting to panic. Researchers recently developed an open-source AI model to compete with OpenAI for under $50, in an attempt to diversify options and reduce dependency on big tech. However, these hasty reactions seem more like an economic struggle for market dominance rather than a genuine effort to benefit society.

The rivalry between China and the US in AI has become an economic war where the biggest winners are corporations and tech billionaires. And the citizens? Well, they’re still waiting to see some benefits.

Final Reflection: Innovation, Regulation, and the Irony of Power

As AI advances, concerns about its risks grow stronger. Geoffrey Hinton warns that “we are creating artificial intelligence that surpasses us in speed, but not in wisdom,” raising troubling questions about control and the direction of AI development.

Meanwhile, Elon Musk claims that “the real danger of AI is not that it becomes evil, but that it is used unchecked by those who already have too much power.” A statement that is, let’s say, rather amusing coming from one of the most powerful men on the planet. If there’s anyone in a position to control AI’s future, it’s precisely people like him.

Europe still has the chance to find a balance between regulation and innovation, but time is running out. The key lies in fostering an environment where creativity and security can coexist without bureaucracy suffocating technological progress. Because at this rate, the AI train will keep speeding ahead while Europe is busy installing traffic lights in the middle of the desert.
